In rare cases, when there is no need to install Elpan/Wanpan skirting board heating on 4 walls, baseboard heating panels could be mounted on 3 walls only. It is an extraordinary exception and it applies exclusively for premises with extremly good insullation and low heating losses. Corridors or small opened areas, located inside of the house and surrounded by other well heated areas, may not need a heating system to be entirelly installed there.
